Luis is a senior attorney at the Civil, Commercial and Constitutional Litigation Practice Group of our Law Firm. He has ample experience in Constitutional Law, Civil Law, Commercial Law, Criminal Law, Administrative Law and Intellectual Property.

His experience in the litigation field has led him to participate in multiple cases where his expertise acquired during 27 years of practice in constitutional litigation -10 of them as counsel at the Constitutional Court - has contributed to the defense of the fundamental rights of our clients, achieving highly satisfactory results.

As a constitutional attorney, he actively participated in the scrutiny of the selection procedures of Constitutional Court, Supreme Court of Justice and Supreme Electoral Court Justices and of the Head of the Public Prosecutorâ??s Office in the 2010 and 2014 procedures. Furthermore, he actively participated in the scrutiny process of the 2015 general elections, in favor of electoral purity.

He contributed in the drafting of the judgment that reestablished constitutional order after the putsch that occurred on May 25, 1993.

As legal advisor of the Interior Ministry for 7 years, he drafted legal opinions on bills, focusing on the constitutionality of the bills and international treaties prior to their approval by Congress.

Professional Activities

He joined the Law Firm in 2003. Luis worked at the Constitutional Court as legal advisor, counsel, Justice clerk; and as an attorney of the Interior Ministry. He was a professor at the Law School of Rafael Landívar University of the Constitutional Law, Administrative Procedural Law and Constitutional Jurisdiction Courses. He has been invited to impart lessons addressed to attorneys and judges on constitutional jurisdiction in constitutional jurisdiction spreading and updating programs sponsored by the Constitutional Court of Guatemala.
